In response to a Federal Energy Regulatory Commission (FERC) dam safety inspection, Cornforth Consultants was retained by the City of Portland Bureau of Water Works, Hydroelectric Power Section to perform seismic stability analysis on the Bull Run Dam No. 2 embankment and three adjacent natural slopes, using updated seismic hazard ground motions. The Becker Hammer drilling technique was used to characterize the liquefaction potential of a sand and gravel filter zone of the dam embankment. State-of-the-practice computer programs, including SHAKE, FEADAM, FLUSH, and UTEXAS were used in the seismic stability analyses of the dam embankment. Similar, but less sophisticated analyses of the dam embankment were performed on the three natural slopes adjacent to various dam facilities.
